Municipal Buyback Programs
Event-Day Processing & Destruction
Under Virginia Code § 15.2-915.5 as amended, localities may run voluntary buyback and give-back programs for the surrender of assault firearms as defined in § 18.2-308.2:2. Surrendered firearms must be destroyed unless the surrendering party requests sale to a licensed dealer. Ironcrest Arms partners with localities to provide event-day intake, documentation, and destruction of surrendered firearms.
| Service | Price | Notes |
|---|---|---|
| Event minimum / setup fee | $500 | Day-of presence, intake tables, documentation |
| Per-firearm intake & destruction | $35 | Event-rate; includes chain-of-custody paperwork and destruction |
| Large-capacity magazine destruction | $5/unit | Minimum 10 units per intake |
| Day-rate alternative | $750–1,000/day | Flat pricing for budget-friendly procurement |
| Post-event destruction (per unit) | $25 | For firearms held after the event and destroyed at our facility |
Pricing is a starting framework and subject to refinement based on event scope, expected volume, and locality requirements. Contact us for a tailored quote.
Buyback Event Workflow
Roles & Responsibilities
| Step | Locality | Ironcrest |
|---|---|---|
| 1. Pre-Event Setup | Publish program ordinance, advertise event, designate officers on-site | Quote, contract, pre-stage intake forms and destruction equipment |
| 2. Intake at Event | Perform all serial checks — VCheck, NCIC, and any other required records review — prior to surrender | Accept custody after locality clearance, document each firearm, issue intake receipts |
| 3. Destruction | Witness on-site or accept off-site with video documentation | Destroy per ATF-compliant method, video record, log in A&D bound book |
| 4. Documentation | Retain locality records per state retention requirements | Issue Certificates of Destruction and provide video records for locality files |
Serial number checks against VCheck, NCIC, and stolen-firearm databases are performed by the locality prior to surrender. Ironcrest Arms accepts custody only after the locality has cleared each firearm for destruction.
Disposition Options
Under § 15.2-915.5, surrendered firearms must be destroyed unless the surrendering party requests the firearm be offered for sale by public auction or sealed bid to a licensed dealer. Ironcrest Arms supports both paths:
Destruction. Default disposition. Each firearm destroyed under video with Certificate of Destruction issued to the locality.
Auction to a licensed dealer. Localities may run public auctions or sealed-bid sales as provided in the statute. Ironcrest Arms does not provide consignment or resale services. Localities running auctions are responsible for advertising, bid administration, and transfer to the winning dealer.
Compliance & Documentation
Credentials. Federal Firearms License, Type 07 Manufacturer. Special Occupational Tax, Class 2 Manufacturer (NFA). Commercial general liability and product liability insurance.
Documentation provided. Written intake receipts, chain-of-custody logs, video records of destruction, Certificates of Destruction with serial numbers and dispositions, and A&D bound book entries per ATF requirements.
Destruction method. Torch cuts to receiver, barrel, and other critical components sufficient to render each firearm permanently inoperable and non-repairable per ATF guidelines. Parts that cannot be destroyed are logged separately.
Procurement. Purchase orders accepted with Net 30 terms for law enforcement and government agencies. Contracts negotiable for recurring or multi-event engagements.
For Virginia Residents
Ironcrest Arms does not accept direct civilian firearm destruction. If you need to dispose of a firearm you lawfully own, the following options are available under Virginia law:
Lawful sale or transfer. For firearms not prohibited from transfer, sale to a licensed dealer or a lawful private transfer remains an option under current law. A background check is required for most transactions.
Local law enforcement surrender program. Many Virginia localities operate voluntary surrender or buyback programs under § 15.2-915.5. Contact your city or county non-emergency line to ask whether a program is active or upcoming in your jurisdiction.
Police surrender desk. Most Virginia police departments and sheriff’s offices will accept surrendered firearms for destruction outside of scheduled programs. Call ahead to confirm procedure.
Licensed dealer consultation. A local FFL can advise on lawful transfer options for firearms you no longer wish to keep. Ironcrest Arms offers a free concierge consultation for customers weighing disposition decisions.
